So you have eventually discovered the reason why ActiveSync was not connecting to your Microsoft Exchange Server 2003 was because of an odd problem. ActiveSync on your Windows Mobile for PocketPC 2002, 2003 or Smartphone, under "Synchronize with Server", clicking on Errors, gave some message terminating with HTTP_403.

This worked for me:

• Open up Internet Information Services (IIS) Manager
• On the tree wanderdown, Internet Information Services -> (local computer) -> Web Sites -> Default Web Site
• Find exchange-oma and right click on it.
• Choose Properties -> Directory Security -> Edit (IP address and domain name restrictions)
• Select "By default all computers will be 'granted access' "
• Click apply

Try Synchronizing again. It'll hopefully either work (unlikely) or come up with some different error message.
